Henry D. Fahman, Chairman

Mr. Fahman has more than 30 years experience in general management, finance, investments and corporate strategy. He holds a B.S., Magna Cum Laude, in business administration from the University of California at Berkeley, with emphasis in finance and economic analysis and policy, and is a graduate of the Advanced Management Program (AMP166) from Harvard Business School. He has also attended other Executive Education programs at Harvard Business School and Stanford University, including Mergers and Acquisitions, Creating Corporate Advantage, and Advanced General Management.  Currently Mr. Fahman is Chairman and CEO of Philux Global Group Inc., a publicly traded company in the U.S.

Previously, Mr. Fahman was a founder and member of the Board of Directors of Providential Vietnam Growth Fund, a USD 300-million private equity fund, and also the founder and CEO of Philand Ranch Ltd. a U.K. company previously listed on the Frankfurt Stock Exchange that owned real estate development projects in Vietnam.  In earlier days, Mr. Fahman was Chairman and President of Providential Securities, Inc, a U.S. company engaged in investment banking, securities brokerage, and asset management.  Mr. Fahman was a Registered Investment Adviser with the U.S. Securities and Exchange Commission.

Ben C. Smet, Ph.D., Director

Dr. Ben Smet was previously a university law professor and has amassed tremendous experience and expertise in international financial banking and fund structuring. He has successfully set up more than fifty funds in Luxembourg and was the advisor responsible for the establishment of the Dubai Diamond Exchange, an integral part of the Dubai Multi-Commodities Centre (DMCC) in Dubai, UAE.  He has also set up a number of private international banks and is an active investor in multiple global industries.   Dr. Smet has extensive relations in the Antwerp diamond sector and other major diamond centers in several countries, including Angola, Botswana, South Africa, Dubai, and Canada. He plays a pivotal role in organizing PHILUX Global Funds and developing the Asia Diamond Exchange in Vietnam with PHILUX Global Group. 

Tam T. Bui, Director

Mr. Bui has served as Chief Technology Officer and Chief Operating Officer of PHI Group, Inc. since May 2002. He holds a Bachelor’s Degree in Mechanical Engineering and a Master’s Degree in Computer Information Science from the University of Minnesota and has attended continuing Education at the University of California, Los Angeles.

He has over 25 years of experience with Northrop Grumman, Honeywell, Inc. and TRW in various capacities such as Project Director, Department Manager, Project Manager and Program Manager. One of Mr. Bui’s major responsibilities has been the construction of dual Emergency Command Control Communication (ECCC) centers and implementation of LAPD ECCC Systems.

He has broad knowledge and extensive experience in the areas of operations, project management, information technology, human resource management, and change management.

Mr. Bui holds a California real estate broker license and has vast knowledge and extensive experience in real estate brokerage and real estate development.

Dung A. Hoang, MD, Director

Dr. Hoang graduated from the Hue Medical Faculty, Vietnam in 1980 in General Medicine and completed the Doctorate programs in (1) Medicine, Surgery and Gynecology and (2) Specialist Surgery at Universite Libre de Bruxelles from 1992-1999. He served as Resident Surgeon in the Department of Nephrology, Transplantation and Dialysis and as Deputy Head of Clinic of Transplantation, Erasme Hospital, Brussels, Belgium.From 2012 to 2019, Dr. Hoang servedas Head of Surgery Clinic of thePediatric Transplantation Service,University Hospital of Queen Fabiola-ULB Children, Brussels, Belgium.  From 2019 untilpresent Dr. Hoang servesasthe Medical Director of Tam Anh Hospital, Hanoi, Vietnam.

Dr. Hoang is a member of the Royal Belgian Society of Surgery, theBelgian Royal Society of Transplantation, theBelgian Royal Society of Laparoscopy, Eurotransplant delegate of  Pancreasprogram in ULB-Brussels, the French Society of Vascular Access, and theFrench Society of Transplantation.

As an expert inkidney transplants in Viet Nam, Algeria, Morocco and Ivory Coast, he has participated in thecreation 10 unitsforKidney Transplantation in Viet Nam since 2001,

participated in thecreation a newcenterforPediatricKidney Transplantation in Oran, Algeria in 2006 withthelaparoscopicnephrectomy in livingdonor, participated in thecreationof a centerforKidney Transplantation in Rabat, Morocco in 2012 withthelaparoscopicnephrectomy in livingdonor, participated in thecreation a newcenterforKidney Transplantation in Abidjan, Ivory Coast in 2012 withthelaparoscopicnephrectomy in livingdonor, and trainedsurgeonsin kidney transplant in Vietnam (Hue, Hanoi, Saigon, Danang , KienGiang and Nghe An) in Algeria (Oran) in Morocco (Rabat) and in Ivory Coast (Abidjan).

Dr. Hoang has publishednumerousinternationally-renownedresearchpapers, especially in theareas of surgery and kidneytransplatation, and is amedicalexpert withkeeninsights and renovationtoassistour Philux Global Funds in thehealthcareindustry.

Tuc Nguyen, Director

Mr. Nguyen holds a Bachelor’s Degree in Economics from Brussels University, Belgium and Post-graduate Management Degree from Catholic University of Louvain, Belgium.  In addition, Mr. Nguyen also attended Finance Management programs at Boston University Brussels Overseas Campus and other tailored financial programs for senior management.

Mr. Nguyen has served as Finance and HR Director and Senior Advisor for Breast International Group in Brussels, Belgium since 2004. Previously he served as Financial Manager for International Solvay Institutes, Universite libre de Bruxelles, Belgium, General Manager for Vlassenroot Group S.A., Belgium, Business Development Manager for WBB International, Dusseldorf, Germany, Associate Director – Corporate Finance for the Long-Term Credit Bank of Japan S.A., Brussels, Belgium, and Foreign Exchange Trader and Credit Analyst for Mitsui Bank and Bank of America in Brussels, Belgium.

Mr. Nguyen is an expert in merchant banking, capital market products, bond issuance and syndication, finance and budget control, and relationships with institutional investors and corporate issuers.

Vincent Weghsteen, Director

Mr. Weghsteen currently serves as Managing Director of Thijuvia Sarl-S, Director of Isatis Investment Sicav, a Luxembourg fund, Stock Broker and Asset Manager, Managing Director of Wegimmo SA, and Director of European Philharmonia Orchestra. Mr. Weghsteen holds a Master Degree in Economics from U.F.S.I.A,Antwerp, Belgium and attended Post-Graduate Study in Finance at K.U.L, Leuven, Belgium. Mr. Weghsteen is fluent in Dutch, French, English and German. He is a Member of the Chamber of Commerce in Bruges and previously served as President of the Round Table 41, President of the Lion’s Club and Vice-President of the Royal Hockey Club in Bruges, Belgium.
